SENATE BILL NO. 42 "An Act relating to municipal taxation of                   
alcoholic beverages; and providing for an effective date" was read             
the second time.                                                               
                                                                               
Senator Phillips moved and asked unanimous consent for the                     
adoption of the Community and Regional Affairs Committee                       
Substitute offered on page 706.  Senators Duncan, Adams, Salo                  
objected.                                                                      
                                                                               
The question being:  "Shall the Community and Regional Affairs                 
Committee Substitute be adopted?"  The roll was taken with the
